Could all teams please forward results as soon as possible to Frank Johnstone in order to ensure the tables are kept up to date.

There are also a couple of issues which seem to be recurring:

1. Match balls must be either Reader Sovereign, Oxbridge, Lords or the CA Woodworm ball, any of those detailed and proscribed by the WDCU for League Cricket in the past four years. Other balls are strictly forbidden and opposing captains have the right to inspect the ball before the start of the innings and request a change if this regulation is not met!

2. The standard and method of scoring in the Strathclyde League must be of a reasonable standard. Although there is no requirement for clubs to provide a non-playing scorer it is reasonable to expect the batting side to complete both scorebooks during an innings! With team lists now in use there is also no reason for a scorebook to contain batting line ups consisting of first names. A list of names such as 1. Hugh 2. Joe 3. Mushtaq 4. Andy is not acceptable. Initials and family names must be used to ensure transparency.

3. The square leg umpires position is not a place to hide kids nor to spend time texting, it is an important part of controlling the match and square leg umpires must have some knowledge of the laws of the game, ignorance is no defence!

Strathclyde Shield Final 2009 - Posted by DavidH @ 20:34:43
The play off to decide last year’s Strathclyde Shield was finally relayed recently at Hamilton Crescent between West of Scotland and Active Life Club.

A match that ebbed and flowed back and forth throughout, finally brought the 2009 Sunday league to a close with Active Life coming out on top by 38 runs.

That result looked a long way off when West’s opening bowlers were beating the bat time and again by skilfully obtaining exaggerated movement off the Partick pitch but Active Life hung in and, despite losing regular wickets, flourished in the later overs against West’s backup attack and posted 200 from their 40 overs.

In reply, West raced away to reach 50 in 6 overs, but Active Life’s change bowlers inexorably tightened the noose and as wickets fell the target began to look out of reach for West and they eventually expired for 162.

An excellent match, played in great spirit and hosted magnificently by West of Scotland, but congratulations to Active Life Club who follow West and Glasgow University Staff as winners of the Strathclyde Shield.

Following several complaints, the LMC remind all Clubs, Captains and players of their responsibilities to the game and to the Spirit of Cricket with regard to over zealous and prolonged appealing and generally try to pressurise umpires especially "junior" umpires. The LMC will take strong action against any player, captain or team failing to act correctly in this area of the game.

At a meeting of the WDCU League Managment Committee yesterday evening it was decided that:
1. Memorial Field,, following their fifth concession of the season, be removed from Division 5 with immediate effect.

2.All Memorial Field matches for season 2010 be declared null and void and the league table be amended accordingly.

3.Memorial Field would have to apply to rejoin Division 5 at the 2010 AGM for competition in season 2011

These are not decisions taken lightly - normally these would have been taken after 3 concessions but the LMC have allowed 5 concessions to be made before taking this action.

The outcomes of the meeting on 15th June are as follows:

DISCIPLINARY

Hamilton v Motherwell, WDCU Division 3, 22nd May 2010

The Clubs had been formally charged with bringing the game into disrepute by their actions during and after this match, contrary to the Spirit of Cricket, Rule 17 of the WDCU Playing Conditions and the Cricket Scotland Code and Rules of Conduct.

The match in question culminated in Motherwell leaving the field of play during the match and being deemed under WDCU rules to have forfeited the match.

SUMMARY FINDINGS

 The Committee noted the conflicting evidence given from each club in relation to many aspects of the match, and in particular the incidents leading to the early termination. In the absence of any independent witness to many of these, it was impossible for the Committee to reach a categorical conclusion on many of the incidents themselves.

 However, both clubs acknowledged that the events both on the field and subsequently were of a nature that brought the game into disrepute.

There were also allegations in the Press in relation to racial abuse.

 The Committee unanimously found both clubs guilty of the charge of bringing the game into disrepute.

Specifically, the Committee found that:

- Both teams had in different ways contributed to the outcome
- The Captains had not fulfilled their duties under the Spirit of Cricket, the WDCU Playing Conditions and the CS Code of Conduct
- The general level of behaviour, including foul language and dissent fell well short of what would be expected by the WDCU. Although the Committee accepted that it was impossible to prove in some cases to whom this was directed, this does not make its use acceptable, but only somewhat less serious.
- There had been inappropriate communication with the Press while the matter was under investigation by the WDCU.

 The Committee noted that both clubs refuted the Press allegations of racist abuse. There was no substantiation of these allegations by witnesses, and indeed this was firmly denied. Accordingly, the Committee found that there was no evidence of abuse of a racial nature, and deplored the unsubstantiated comments in the Press which sought to insinuate this.

PENALTIES IMPOSED

 The Committee considered various options, acknowledging that some of the more serious aspects of the charge had been ‘not proven’ against both sides. It was accordingly decided that all points for the match should be declared null and void, but that the match should be deemed to have been played for the purposes of league percentage calculations. Therefore both teams receive 0/25 points.

 Motherwell, by leaving the field of play during the course of the match, were liable to the standard concession penalty of 10 points which was applied by the League Management Committee. The Disciplinary and Appeals Committee upheld this decision, noting that the Captain should be aware that this penalty will be imposed in all but the most exceptional circumstances, and that there are alternative means of communicating extreme dissatisfaction to the WDCU.

 Both clubs are severely reprimanded, reminded of the obligations applying to clubs, captains and players and warned as their future conduct.

Both clubs have a right of appeal to Cricket Scotland in respect of the above.


ADDITIONAL COMMENTS & RECOMMENDATIONS

ALL CLUBS SHOULD TAKE NOTE OF THESE

 The Committee were frankly surprised that some of the behaviour which took place was deemed to be acceptable by either or both teams. All clubs are strongly reminded of their obligation to comply and be familiar with the Spirit of Cricket, WDCU playing conditions and CS Code of Conduct. Ignorance of these will not be deemed to be an excuse.

 Clubs should remind captains and players of the responsibility to comply with these. The situation in this match appears to have resulted from the cumulative escalation of a number of individually minor incidents which should have been dealt with more effectively by the captains and senior players present.

 The Committee recommends that all clubs ensure that player umpires have basic competence at least in their knowledge of the Laws of Cricket and the WDCU playing conditions. As a copy of the latter should be present at every match, there is no excuse for failure to comply with this.

 Clubs should be aware that any matter under consideration by the WDCU should not be discussed with the Press, or on any public forum including websites. The WDCU will hold clubs responsible for the actions of individual members in this respect.


APPEALS

The Committee upheld an appeal by Motherwell CC against the severity of the penalty for playing an unregistered player. The Committee acknowledged that Motherwell recognised that this was a mistake and that no attempt had been made to conceal the fact. The penalty was reduced from 25 points to 10 points.

The Committee rejected an appeal by Irvine CC against the imposition of a 4 point deduction for failure to notify the Results Secretary of a Division 1 match result against the WCA.

For the losing side, all bonus points (both batting and bowling) are calculated and added together. If the sum of these two is more than 5 then the maximum of 5 points are awarded. If the sum is less than five in total then that number 0,1,2,3,or 4 of bonus points are awarded. The winning side get 10 points.

Division1 : Clarification Of Playing Conditions 14, 15 & 18 - Posted by Jim Murphy @ 20:53:40
In the event of the first innings of a Division 1 Saturday League match being interrupted by weather then the duration of the match shall be reduced by 1 over per side for every FULL 8 minutes lost. e.g. 18 minutes lost 2 overs per side lost i.e. 48 overs per side.

18 (b) refers only to projected overs – e.g. match delayed by rain for 20 minutes –game reduced by 2 0vers per side to 48 projected overs per side.
Play interrupted after 10 overs have been bowled for 12 minutes -1 further over per side is lost reducing match to 47 projected overs per side.
Once 1st innings is complete (47 overs bowled or side bowled out) then the projected overs for the second innings are 47. If this innings is interrupted by rain then the innings will be reduced by 1 over for every full 4 minutes lost, down to the 20 over minimum (unless they win or lose before this time) at which time if no further play is possible within the time and over limits the match shall be decided on run rate per over on the basis of the 20 overs absolute minimum (unless there is a result before this) in the second innings.

This is not open to negotiation by captains. We do not want to have games going on under street lights!

All clubs should note that even if playing a match which will be played on a grass pitch, the use of spiked footwear in nets / practice facilities with artificial batting strips is not acceptable.

All Clubs / Teams are reminded that under the Playing Conditions for all divisions that the following applies.

9. Timing and Duration of Matches.
Each Team must complete a Team List (including player Registration Numbers) BEFORE the toss is carried out and team captains must exchange these completed Team Lists BEFORE the toss is carried out. Failure to supply a complete and accurate Team list before the toss in any Saturday League match shall result in an automatic deduction of 10 points for divisions 2,3,4, & 5 (4 points for division 1 only).

This will be rigidly applied - you should know who your registered players are and what their name(s) is/are.
ALL team lists should be retained by Captains until the end of the season for reference in case of problems or dispute.
