The deadline set for return of the WDCU status reports and competition entry was Friday 27th January.
Many clubs managed to meet this requirement and some have been in contact to advise the information is forthcoming, however, the WDCU LMC finds it extremely disappointing that 12 clubs have not returned either form nor made any kind of contact whatsoever.
This is unacceptable and clubs are strongly encouraged to expedite the returns as soon as possible.

Details below of this event, which we encourage as many as possible to support.

2012 ANNUAL DINNER


The dinner will be held at Ralston Golf Club, Strathmore Avenue (off Glasgow Road), Ralston, Paisley, on Friday 2 March 2012, starting at 7.30pm. The price will be £25.00 per head.

The main speakers will be Alan Birkinshaw and Bob Shackleton, Media & Marketing Officer and Chief Executive respectively of the JCT600 Bradford League, ably supported by Andy McMillan, a regular on the local after dinner circuit. In order to gauge interest in the event, I should be grateful if you could let me know if any club members are likely to attend by e-mailing me (jmbmcclymont@gmail.com), or phoning me (0141-587 4820 or 07504 702697), by 31 January.

As usual, the evening’s proceedings will also include a raffle. Donations of additional prizes will be gratefully received on the night.

In light of a further incident of completely inappropriate and offensive material being posted on a social networking site, the WDCU wishes to remind all players and clubs that actions of this type are a breach of our playing conditions and also of the CS/WDCU Code of Conduct (link) http://www.cricketscotland.com/system/files/documents/Code_of_Conduct_2011.doc

as well as being unacceptable in their own right. This applies regardless of whether the material is posted on a club hosted site/page or in an exchange between individuals.

The WDCU has already acted on such cases under its Disciplinary code against both individuals and clubs, and will not hesitate to do so in future cases. Given our repeated warnings on this matter, it is likely that future penalties will be more severe.

Recent legislation may also mean that in some cases this could be a criminal offence. Clubs should ensure that all their members, including, and perhaps especially, juniors, are aware of this. A similar notice has also been posted on the West junior website and will be sent to all club secretaries.

If any club believes they have failed to receive this form please let the LMC know as soon as possible, otherwise a prompt return would be appreciated.

It was agreed at last week's Exec Committee that a different process for club ball orders will be put in place for 2012. There will also be clear requirements outlined regarding what are the permitted balls to be used in each competition.

Club secretaries/contacts will be emailed with details of this shortly.

The AGM took place on 13th December. Key outcomes were:

Sai Majeed replaces Tom Halpin as Chairman, Tom having served 2 terms in office. Richard Young becomes Vice Chair and League Committee Convener. Peter Hempsey was elected to fill the one vacant place on the LMC.

The financial reports were approved, and subscriptions will be maintained at current levels once again.

Umpire expense claims by clubs will require to be submitted no later than 30th September in future, with adequate supporting detail.

The changes proposed to the Constitution were approved, and a revised version of the Constitution will be added to the website shortly. Following this, Stenhousemuir CC and Stirling County CC were duly elected as WDCU members.

Eric Young gave an update on Player Registration, including enhanced functionality, and the system will now be available for open access to view registered players.

Richard Young presented a schematic of draft competition structures for 2012. These are subject to discussion and ratification by the LMC/Competitions Committee. Clubs wishing to comment on this, or any aspect of the playing conditions for 2012, should do so as soon as possible, and in any event no later than Friday 6th January by emailing Richard Young or Frank Johnstone. A copy of the presentation was available at the meeting, and will also be emailed to all club contacts.

Material for future General Meetings will be sent electronically only to clubs unless they specifically request that paper copies are sent. This will save on both time and postage.

Sai Majeed made a presentation to Tom Halpin and Jim Young in appreciation of all their work over a considerable number of years on behalf of the WDCU.

Below is an appreciation of Bill Smith, who sadly died this week. This has been written by Mac Wylie who stood with him on many occasions.

William Brough Smith (1932-2011)

With the death of Bill Smith, in his eightieth year, Scottish cricket has lost the doyen of its umpiring fraternity during the latter half of the twentieth century and the first few years of the current one.

On leaving school, Bill joined the Paisley Trustee Savings Bank, for whom he played what was normally his annual game of cricket against Kelburne's Whitehaugh Eleven, and spent his entire working life there and with its successor banks.

Although football, at which he reached Junior level playing in the old Western League, was really the only sport in which he actively participated, his lifetime love was for cricket about which he would readily acknowledge his playing and umpiring talents were at opposite ends of the spectrum.

As a member of Kelburne, Bill was approached by the club/then Western Union Secretary, the legendary Tom Bennie, that rather than watch the club First Eleven match it would be greatly appreciated if he would go to umpire a Second Eleven game as there was no one else available - and so began an umpiring career spanning over forty years which will be difficult for anyone to emulate.

Rising through the ranks of the Western Union, Bill made a name for himself as a fair and competent umpire never swayed in his judgement on loud aggressive LBW appeals made, particularly by ex English County players plying their trade as professionals and former or budding Test players, solely on the basis that the ball had struck the pad.

His performances in due course merited appointments to Inter-District matches and in turn elevation to the then International Panel which resulted in him standing in a host of Scotland matches which included India, Pakistan (3), Australia (2) and several against Ireland when these were classed as First Class fixtures and English Counties (8) when they came north to play three-day friendlies.

In 1999 ECB appointed Bill to the Scotland v Surrey Nat West cup-tie followed by one in Holland and was nominated by Scotland for the World Cup where he stood in three warm-up matches and carried out Fourth Umpire duties when the competition started in earnest.

Other involvement of note included the 1997 ICC Trophy in Kuala Lumpur, a return visit to Kuala Lumpur in 1998 for the Commonwealth Games and two spells of duty during the early years of the European Championships which included being appointed to the 1998 Final.

Whilst Bill's career was based in the Western Union and latterly the Scottish National Cricket League he was as happy standing in Junior, Second Eleven and other minor games as he was in the extensive list of prestige matches he was appointed to.

Most fittingly as his career was drawing to a close he was appointed to The National Village Cup Final at Lord's in 2002.

A committee member of Kelburne for many years, he also had a spell on the Scottish Cricket Union committee and being an avid St Mirren supporter was a regular attender at the sadly no more Love Street ground.

Bill is survived by wife Lorna and son David to whom we extend our deepest sympathy in their loss.

The outcome of the SGM/EGM last night was as follows:


SGM:



Motion to affirm WDCU aim of regionalisation and express disappointment at/disapproval of the outcome of the Stirling vote: Carried 28-7



It was decided that this was the most appropriate wording, given that WDCU clearly could not ratify or reject the overall outcome of Stirling, but rather express a view on it. The detailed ramifications of any new WDCU structure arising out of Stirling had too many contingent outcomes to table any motion on this. Any additional motion on WDCU remaining a feeder league or not would have involved constitutional change, and were not considered at this stage.



EGM:



It was decided to vote on each of the East Kilbride motions separately.



1) Endorse the WDCU Exec Management Committee position that regional cricket is the way forward: Carried 31-9

2) That CSHL mishandled the issue of reorganisation: Carried 24-6

3) Accordingly, instruct the WDCU (Exec) Committee to actively investigate the possible creation of a regional structure of eligible clubs recognising the principle of 2nd team mirror fixtures : Carried 35-5

4) That (subject to 3) being achieved – and 5) below), this should be put in place in 2012: Carried 35-0

5) That any subsequent changes to WDCU Constitution and rules that may be necessary are drafted by WDCU Exec for our consideration: Carried 34-0

These outcomes have been communicated to Cricket Scotland, who had requested feedback from the meeting.

The WDCU Exec. Committee will therefore actively pursue regional structure outcomes as described in EGM motion 3). It is hoped that more detail of this will be available to present to the AGM to be convened in December.

Special General Meeting & Extraordinary General Meeting - Reminder - Posted by Mark Colman @ 11:46:34
A reminder to all clubs of the SGM being held next Thursday, 10th November at Shawholm commencing at 7pm. The EGM to discuss the East Kilbride CC motion will commence immediately after the SGM concludes. All formal papers have been distributed by email to club secretaries, as well as a 'roadmap' summary of the issues and potential routes forward.

In addition, Eric Young has kindly sent these on my behalf to all player registration contacts to ensure maximum awareness of the issues for discussion.
